Swampscott ADU Ordinance

The Swampscott Office of Community and Economic Development, Senior Center, and Planning Board have begun the process of drafting a new ADU zoning bylaw. Currently, attached ADUs (inside the principal dwelling unit) are allowed by special permit in Swampscott and detached ADUs (structure outside of the principal dwelling) are not allowed in Swampscott.
The goal for the new ADU zoning is to allow attached ADUs by right, and detached ADUs by special permit. In beginning this process, Swampscott has cited ADUs potential to:
- Increase housing affordability, for both homeowners and tenants
- Create a wider range of housing options within the community by offering alternative, creative solutions to building multi-unit buildings
- Enable seniors to stay near family as they age
- Facilitate better use of the existing housing fabric in established neighborhoods

- January - February 2023: Community Engagement
- March - April 2023: Working Sessions with Planning Board
- May - July 2023: Town Meeting Vote and State Approval
Under the housing choice initiative, proposed ADU ordinances (if conforming to state guidelines) may be approved by a simple majority vote. The date for the Swampscott Annual Town Meeting has not yet been set. Updates will be posted on the NSR blog.
