Update: Salem Home Rule Petition for ADU Property Tax Exemptions

On June 9, 2022, a Home Rule Petition to provide Salem residents property tax exemptions for affordable accessory dwelling units was referred to the House Committee on Bills in the Third Reading. The Committee on Bills in the Third Reading reviews all bills prior to their final reading. After the final reading, a bill will go to a vote.
If the Home Rule Petition is approved, an Affordable Accessory Dwelling Unit in the City of Salem would be exempt from taxation under Chapter 59 of the General Laws. The exemption would be based on the value of an additional bedroom(s), not the value of the accessory dwelling unit with a kitchen and bath.
To receive the exemption, the property owner leasing the affordable dwelling unit must upon initial application and annually thereafter, submit documentation to the city of Salem necessary that confirms their eligibility.
