Salem Home Rule Petition moves to floor for a vote

On July 5, 2022, a Home Rule Petition to provide Salem residents property tax exemptions for affordable accessory dwelling units was read for a third time, which is the final step before a bill moves to the floor for a vote. The associated bill H.4300, sponsored by Representative Tucker and Senator Lovely, was initially referred to the Committee on Revenue. The bill was next referred to the House Steering, Policy and Scheduling Committee, before being read for a final time.
The property tax exemption for ADUs has already been approved by the Salem City Council and will thus go into effect upon the passage of Bill H.4300.
For an ADU to qualify for a property tax exemption, the maximum rent cannot exceed 70% of the fair market rent limit set by HUD for Salem. Households who had received a loan administered by the City of Salem to build an ADU do not qualify for tax exemptions.
