Manchester Fall Special Town Meeting

Manchester-by-the-sea announced that the Special Town Meeting has been rescheduled to Monday, November 14, 2022, at the Memorial School (time TBD). Residents will vote to approve zoning changes recommended by the Planning Board. The proposed changes include:
- Allows ADUs to be built by right if they comply with the following regulations:
- Maximum size of 900 sq. Ft.
- Owner occupancy requirement
- Minimum 6-month lease
- Annual cap of 20 new ADU units per year
- Density bonuses for providing affordable housing, open space, or town amenities
- Senior housing is a new allowable land use, with any proposed senior facility requiring a special permit from the ZBA
- Changes to non-conforming single- and two-family structures will not need a special permit if those changes conform with the existing zoning laws
