Four NSR Communities File Action Plan for Interim Compliance with 3A

Essex, Gloucester, Manchester-by-the-Sea, and Rockport filed an action plan to reach interim compliance with the multi-family zoning requirements for MBTA communities.
- Essex: Essex believes that they are already in compliance with 3A and have stated that their action plan reflects that assertion
- Gloucester: The Gloucester Mayor’s office stated they filed the action plan for interim compliance on the 24th.
- Manchester-by-the-Sea: Manchester filed the action plan on the 27th and have created a task force to consider compliance
- Rockport: The town submitted the action plan earlier in December and it has already been approved by the Department of Housing and Community Development (DHCD).
District Compliance is achieved when an MBTA community adopts a multi-family zoning district that meets all the requirements of the compliance guidelines and is certified by DHCD. The deadline to submit a compliance application to DHCD is December 31, 2024.
