Topsfield Master Plan

Topsfield is in the process of developing a master plan which will provide a roadmap for the next ten years. The master plan will include an analysis of the town’s existing conditions, a community vision for the future, and a set of policy recommendations to achieve the goals outlined in the plan.
Topsfield hired the consulting firm JM Goldson to oversee the development of the master plan and to assist with community outreach. At the Topsfield Planning Board’s July 11th meeting. JM Goldson presented the draft of the master plan’s vision, goals and core themes for 2034.
The core themes outlined in the draft, which was developed for discussion purposes only, include:
- Preserving historic and natural resources
- Connected accessible and affordable communities
- Strategic economic and business development
- Bring people together
- Meet community needs
Housing related goals to achieve “Connected accessible and affordable communities” include:
- Address the high cost of housing by encouraging the development of various housing choices to foster a socioeconomically diverse community, especially for families
- Expand affordable housing choices that maintain a welcoming and inclusive small-town feel
