The Salem City Council is planning to meet with the Salem police Community Impact Unit (CIU) and city planners to discuss single-room occupancy. Otherwise known as boarding or rooming houses, single-room occupancy has been effectively banned in Salem since 1925.
According to City Councilor Ty Hapworth, the CIU has cited the ban of single-room occupancy as a contributing factor to homelessness in the city. Single-room housing would offer a comparatively affordable option, and potentially lead to an increase in the affordable housing stock in Salem.
