A home rule petition authorizing Salem to enact a condominium conversion for buildings containing two or more residential units has moved to a third reading in the House. The Massachusetts state condominium conversion ordinance applies to any residential property conversion that has four or more rental units.
The local condominium conversion ordinance can only be approved after Salem successfully petitions the State Legislature. A bill can move to a vote only after it has been read three times. If it is approved in the House, the bill would next move to the Senate, where it would need to again be read three times before it moves to a vote.
