Salem City Council to Discuss Tenant Protection and Floodplain Ordinance

The Salem City Council is meeting on June 21st to discuss tenant protection and potentially changing the floodplain ordinance to account for projected increases in coastal flooding. The Salem Housing Roadmap which was approved by the Department of Housing and Community Development (DHCD) in December 2022, outlines the following potential tenant protection measures:
- 90-day mandatory eviction notice
- Renter relocation fees
- Regulations on no-cause evictions,
- Caps on rent increases (rent control)
Note: These measures would require the successful passage of a home-rule petition
In addition, the Departments of Planning and Community Development (DPCD) and Sustainability and Resiliency are preparing an amendment to the City’s Flood Hazard Overlay District (FHOD) special permit zoning ordinance. The proposed changes would be made based on projected increases in coastal flooding.
