Salem ARPA Funding

Salem Mayor Kimberly Driscoll announced that the city will allocate nearly $9.5 million in American Rescue Plan Act (ARPA) funds towards affordable housing initiatives. Please see a summary of the ARPA fund allocation below:
- $5 million towards affordable housing construction grants, which will provide up to $2 million per project for the construction of affordable rental housing units
- $1 million to accessory dwelling unit grants, which will aid homeowners in creating affordable ADUs on their property
- $1 million to affordable housing energy efficiency enhancement grants, which will provide capital funding for energy efficiency projects at eligible affordable housing properties
- $1 million to the Affordable Housing Trust, which will support the acquisition and preservation of affordable housing units
- $500,000 towards digital access and equity grants, which will fund digital access projects in low-income and affordable housing properties
- $100,000 towards a first refusal pilot program, which would allow the Affordable Housing Trust to purchase a right of first refusal on properties with existing or potential affordable units
- $475,000 to go toward strengthening existing housing programs
Additionally, Salem has allocated ARPA funding to address food insecurity, and transportation needs. Updates, including how Salem plans to allocate the second tranche of ARPA funds will be posted on the NSR blog.
