Gloucester City Council Considers New Regulations on Short-Term Rentals

The Gloucester City Council is considering new regulations on short-term rentals. At a public hearing scheduled for April 11th at 6:00 PM, Councilors will discuss the following proposed changes:
A short-term rental cannot be occupied for more than an aggregate 120 days in a year without the operator occupying the unit throughout the stay. Existing short-term rental operators with a valid registration certificate with the state would be exempt from the 120-day limit. Operators would have 180 days from the effective date of January 1, 2024, to register and be exempt from the 120-day provision.
Maximum of two guests per bedroom
Prohibit hourly rates and rentals for less than 10 consecutive hours, effectively banning private functions and weddings.
Short-term rentals would require an annual permit with an associated fee set by the City Council
Operators would be required to carry $1 million in liability insurance as required by state law
Operators must provide emergency contact information
