Gloucester Public Hearing on Inclusionary Zoning Amendment

At a Public Hearing held by the Gloucester Planning Board it was voted unanimously to move the amendment of the Inclusionary Zoning Ordinance to the City Council.
The amendment would lower the threshold of applicability from 8 units to 6. It would also alter the affordability requirements as follows:
From 6-9 units developers need to provide 10% of units at 80% AMI. There is a fee in lieu option which would require payment of the unit’s market value, averaged over the last 3 years.
At 10+ units a developer has two options: 15% of units at 80% AMI or 10% of units at 60% AMI.
The ordinance will now be reviewed by the Planning and Development Standing Committee of the City Council.
