Haverhill to Develop Affordable ADU Assistance Pilot Program

Representative Andy Vargas secured a $50,000 earmark in the state budget to provide assistance Haverhill residents seeking to build an affordable Accessory Dwelling Unit (ADU). The financial assistance will take the form of a grant or a low interest loan.
Haverhill residents who receive financial assistance from the city to build an ADU would be required to rent the unit as affordable housing for a to be determined period.
The pilot program is still in the early stages of development. Among the items to consider include:
- Depth of the affordability requirement, what percent AMI the unit could be rented at
- Length of time the ADU would have to remain an affordable unit
- Amount of grant/loan funding per person
- Number of grants/loans that can be provided per year
Upon its finalization, the Haverhill Community Development Department will oversee the administration of the ADU assistance pilot program.
